BEPA is located in Seaside, California, was started in 1998, by Robert L. Baity as a bodyguard service, and is now a full time private patrol organization licensed by the State of California.  It was formed with the intent to provide executive protection, consulting and private patrol for VIP and celebrity clients who arrive in the Monterey area. Mr. Baity has an extensive background in law enforcement, force protection, antiterrorism, and emergency management.

BEPA is based on executive protection and private patrol, and versed in other areas such as consulting, training in workplace violence, force protection, antiterrorism, and physical security. Mr. Baity has served as the Chief of Police / Antiterrorism Officer / Emergency Management and Physical Security Manager for the prestigious Naval Postgraduate School; Deputy Sheriff for San Benito County; Police Officer for Seaside, Sand City, and Monterey Airport Police Departments.
